EyeCandy5 Impact Bevel
Pick a Light Foreground Color
Pick a Dark Background Color
Set foreground to Gradient - Foreground/Background
Angle - 45, Repeat - 4, Invert Checked, Style - Linear
Open your Image in PSP
Resize to a Height of 350 Pixels
Layers New and Floodfill with Gradient
Selections, All, Modify, Contract 2 - Tap Delete
Layers New, Effects, 3D, Cutout:
Layers, Merge, Merge All(flatten)
Image, Add Border, Symmetric 10 White
Select the White Border with your Magic Wand

Edit, Copy, Minimize and Paste Into Selection
Adjust, Blur, Gaussian 5
Adjust, Add/Remove Noise, Add Noise:

Erase the larger rosebud and the stem from the top
Repeat on the bottom one also
Highlight the Duplicated layer and Repeat Dropshadow
Highlight Top Layer and Duplicate
Place over strip layer
Use the eraser and get any parts of stem you might have missed
Repeat Dropshadow
